Clustering and communication of moving cars

Several lanes of traffic. Several types of cars and a single antenna. The antenna coverage radius is 9Km. Private cars can communicate with each other in a radius of 1.5Km. Busses (or large cars) can communicate up to 6Km. Event for the cars are: acceleration, slowing, accidents. Accidents and slowing down are reported to cars in the back and to cars in adjacent lanes to avoid accidents. Each lane is controlled by a different computer. All computer communicate with an additional computer that is used as a graphical server.
